Description: The City of Hayward, California Invites Applications for SUPERVISING LIBRARIAN I/ADULT SERVICES MANAGER

Effective Monthly Salary Range: $5,205 - $6,312*
* The current effective salary range is $5,205 to $6,312. In addition to base salary, ($4,786 to $5,820), this position receives deferred compensation up to an amount of $1,010 per year deposited to a Deferred Compensation Plan. Additionally, 8% of straight time earnings are deposited to that employee's account with the Public Employees' Retirement System (PERS). Of the 8%, the City's contribution is 7% and the employee pays the 1% balance. At the employee's option, these monies are returned as a lump sum upon separation or as an annuity if eligible for retirement. The City is not a member of Social Security but all employees hired after April 1, 1986 will pay 1.45% of earnings towards medicare coverage. Other benefits partially described on the back of this bulletin include City's share of retirement costs, medical, dental, life insurance, vacation, and 14 holidays.

THE POSITION: The Supervising Librarian I/Adult Services Manager reports to the Library Director and is a member of the Library Management Team. This full-time position (40 hours per week) is responsible for planning, organizing and directing the overall operations of the Adult Services Division and supervises six librarians. Duties may include, but are not limited to: supervising and participating in the development of adult reference services for two libraries; selection of adult materials collections and development of adult programs; providing community outreach with presentations to special interest groups and acting as liaison to a variety of agencies; promoting community activities with publicity and media coverage; serving as a member of the library management team to develop long-range goals and policy and procedures for Library operations. The individual chosen will work with multicultural/multiracial customers and assist in maintaining an international and multilingual collection. Enthusiasm, innovation, self-motivation, cultural sensitivity, and excellent public relations and interpersonal skills are a must. Successful applicants will demonstrate an ability to provide extraordinary customer service to library users from diverse cultures.
The ability to speak a second language (Spanish, Farsi, Vietnamese, or Chinese, etc.) would be useful. This position requires working flexible hours including some evenings and weekends.

REQUIREMENTS:
Knowledge of: Current best practices, library science theory and practice with emphasis in the following areas: reference materials and their use; library materials evaluation and selection techniques; research and retrieval techniques; adult materials collections.
Ability to: Prepare and track budgets; write and administer grants; delegate, assign and coordinate workloads; motivate subordinate staff; set priorities and make decisions under conditions of changing circumstances; analyze collection materials for quality and community needs; effectively communicate with good customer service techniques.
Skill to: Retrieve information in print and electronic formats; effectively transmit information to the public; write clear, concise letters, memos, reports and book review; communicate clearly and concisely in a manner appropriate to the setting; delegate and organize work flow; relate effectively with those contacted in the course of work; plan library programs, displays and exhibits, cultural outreach services; speak another language is desirable.
Education: Master's Degree in Library Science and four years of increasingly responsible experience as a professional librarian with at least two years in a supervisory capacity.

SELECTION PROCEDURE: Candidates must complete and return a City of Hayward Application and the Supervising Librarian I Supplemental Questionnaire. Based on the information provided, a screening panel will select the most qualified candidates. Those best qualified on the basis of this review will be invited to an oral/performance examination. Candidates passing the examination will be placed on an eligible list and submitted to the Library Department for hiring consideration.
