The Department: The San Mateo Public Library is in the forefront of innovative approaches to library services. Staff works in a team environment, uses "reengineering" methods in work processes, practices interest-based negotiation and applies cutting-edge technology to build a library for the future. A new, state of the art "green" Main Library is under construction to be completed Summer 2006.

The Position:
The exam will be used to create a list of eligible candidates for current and future Librarian I/II openings. A Librarian position can be filled at the I or II level depending on qualifications. The current opening is for a fulltime (37.5 hours per week) position with the Information Services Team at the Main Library.

Duties may include but are not limited to the following:

  • Provide reference and reader's advisory services to diverse customers.
  • Assist the public in making use of the library facilities.
  • Perform outreach to the community, local organizations and schools within established design and framework.
  • Collection development for several subject areas.
  • Develop and implement library programs for the public.

The Qualifications Experience and Education Guidelines:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  1. Experience:
    • Librarian I Level Previous public library experience desirable but not required Librarian II Level
    • Two years of professional library experience comparable to that of a Librarian I in the City of San Mateo
  2. Training & Education:
    • Graduation from an ALA accredited graduate school of Librarianship, with a Master's degree in Library Science.
    • Spanish or Chinese language skills desirable.
    • Knowledge of principles and practices of professional library work including collection development.
    • Knowledge of reference methods, techniques, and sources used in library work.
    • Knowledge of materials and services in public libraries.
    • Knowledge of standard library technology, library automation, computers, software and library procedures including circulation, cataloging, and bibliographic searching.
  3. Ability to:
    • Work independently.
    • Supervise and train subordinates.
    • Operate computerized cataloging and bibliographic databases.
    • Work weekend and evening shifts as assigned.
    • Develop, implement, and monitor training programs.
    • Implement and enforce library and City policies and procedures.
    • Establish and maintain cooperative relationships with those contacted in the course of work.
    • Communicate clearly and concisely, both orally and in writing.

The Examination & Selection Process:

Based upon a review of the first 100 applications, supplemental questionnaires and resumes received, a limited number of the best qualified applicants will be invited to participate in the examination process consisting of an oral panel interview tentatively scheduled for Wednesday, November 2, 2005.
An eligible list will be established from those who pass the examination process. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. NOTE: The City of San Mateo reserves the right, at its discretion, to limit the number of qualified candidates invited to the examination process.

Salary & Benefits:

Librarian I: $3,640 - 4,340 per month

Librarian II: $4,004 - 4,777 per month

Plus 7% City paid Public Employees' Retirement Systems (Pers) Pool Money: $727.10 additional per month to be used toward health insurance or other optional benefits.

Insurance: A choice of medical plans Plus $160.00 per month City paid contribution toward health plan, dental, life and long-term disability insurance premiums.

Vacation: 11 - 25 working days annually, depending on length of service

Holidays: 13 paid holidays per year.

Leaves: 12 days per year earned; extended sick leave and family sick leave

Programs: Credit Union, Employee Assistance Program, Deferred Compensation and Tuition Reimbursement.

Retirement: Enrollment in Public Employees Retirement System 2% at 55 with 7% employee contribution paid by the City.

Bilingual Differential: $195 per month if applicable.

Unit: This classification falls within an employee bargaining unit, employees of which may elect to join and/or pay an equivalent service fee.
