Literacy Director, Senior Program Specialist

ALAMEDA COUNTY

Write to Read (literacy) Director: The Alameda County Library is seeking a creative, innovative and experienced individual with demonstrated leadership skills to lead the further growth and development of Write to Read, the Library’s dynamic program of literacy instruction and promotion. This is an exciting and challenging management position for anyone who is interested in serving people with critical needs. Write to Read is charged with improving the reading and writing skills of those members of the community who have an interest in using language and literacy more comfortably. The adult component is a nationally recognized model of group learning, one to one instruction, and adult learner community building. It has attracted major grants for innovation and expansion over the years. The juvenile corrections component is another unique program; a one of a kind, highly successful mixture of literacy instruction and reading motivation at juvenile detention facilities with great growth potential. It was one of this year’s winners of the prestigious White House’s Coming Up Taller awards.

POSITION DESCRIPTION

Senior Program Specialist: Under direction, to plan, supervise, review and evaluate the work of program operational support or service delivery staff; to provide program planning, technical assistance, review and evaluation functions to direct client service delivery programs; to act as County liaison with service providers and funding sources and ensure that program regulations and procedures are followed; and to do related work as required.

Under general direction, the director of Write to Read will be responsible for the all aspects of the service, including grant applications, grant monitoring and reporting, staff development, collaborative work with outside agencies, budget preparation and management, supervision of staff, needs assessment of service area, and participation in service delivery.

Qualifications:

Education:

The equivalent to graduation from an accredited four-year college or university (180 quarter units or 120 semester units) with major coursework in business, public administration, social science or a field related to the program area to which assigned.

Coursework in the field of education is preferred.

Education:

(Additional experience in providing direct services to clients or in program planning and evaluation may be substituted for the education on a year-for-year basis.)

AND

Experience:
The equivalent to two years of full-time professional level work with independently planning and evaluating client service delivery programs at a level equivalent to or higher than Program Specialist or Program/Financial Specialist in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Prior experience with literacy and/or education programs is also preferred.

Salary: $63,981 – $85,738
